Ain Aaviksoo, Guardtime Chief Medical Officer and General Manager of Guardtime Estonia spoke at a HIMSS side event in Helsinki on “secondary use of health data”.

The meeting was organized by the Ministry of Social Affairs and Health, the National Institute for Health and Welfare (THL), Sitra and Business Finland.

Ain spoke on the topic of “Data visibility as a new concept to unlock data for enabling outcome based contracting and reducing medicines shortages”. Other speakers included Sinikka Salo, Ministry of Social Affairs and Health, Finland; Aileen Sheehy, Health Research Board (HRB), Ireland; Truls Korsgaard, Norwegian Directorate of eHealth.

Ain Aaviksoo commented after the meeting:

It was clear that great progress is being made on mapping various data sources across Europe, but challenges remain in making health data available for research purposes and to improve patient care. Finland has recently introduced new legislation to enable and stimulate secondary use of health data, but in most parts of Europe privacy concerns prevail, not the least because of recent breaches of trust. Guardtime has developed a new solution for data to be shared, safely with cryptographically verifiable proof of consent, provenance and usage. We have also developed a solution to make data visible, without requiring data to move between systems, enabling new agreements, such as for outcomes-based payments, drug shortage monitoring, medication adherence and virtualized clinical trials”.
